to change a specific policy.
In that, I think China is doing quite well, going by the Dalian PX chemical
refinery protests in August, Shanghai trucker strike and the Guangdong
strikes last year. In all 3 cases, the government changed its policies in
response to protests by the common citizen, without the use of pepper spray,
tear gas or guns the way that certain Western nations have treated their
protestors in the past 3 months.

或许你的意思是自从出现后，政府听从率高了，这个也不好说。事情闹到群体事件这个
地步，而不能通过体制正常解决，本身就非常态，而且这个群体事件貌似越来越多，但
政府的听从率有可能到了一定程度，就开始固步自封，裹足不前了。
我这个担心不是多余的，89年以前的民主气氛还好，突然就在89嘎然而止了，因为触动
了统治者的底线，这个底线不单单是要保住自己的统治，而且同时要保证子女的特权。
