发帖数: 6262 | 5 打捞尸体这事，本来也该警察管。纳税人的钱养了警察系统，发现尸体后，需要打捞，
鉴定自杀还是他杀，给家属一个交代是应该的。
现在警察不管，外包给打捞公司，然后再投投收保护费。

发帖数: 115 | 6 You are right, but there is a limit in the budget of every public service.
If the corpse can be seen, it is reasonable to ask police to haul it on to
the bank, otherwise it is a huge burden on the police. I don't think the
tax in China is high enough to impose any kind of liability on them. They
defer this kind of work to those special entities because they don't have
the necessary equipment and experience, it is actually cheap to handle it
this way, otherwise they will have to incorporate such an entity into the
police department, and who is going to pay them salary when their service in
not needed? The same logic also applies to many American companies who only
want limited number of employees and flexible number of contractors. |
