国内很早就有人提过，
当年82修宪的时候，这曾经是一个很重要的提案。当时气氛确实是活跃的。但这么多年，
少有进步。
这方面，我估计可能还是要先从地方走。这几年国内的情况我不是很熟悉，但我估计也没
有什么变化，如果真有，我肯定会注意到的。
我感觉这是政治体制中最不容易走的一步。所谓人大和政协职业化，前提是两个机构职权
职能的规范化和实在化。具体的操作形式可以有多样，但我估计，也就是让两个民意机构
真正成为代议机关。这意味着，它们要成为独立的监督机构，享有真正的监督权，这虽然
在我们的宪法中早已是基本条文，但多年来都是被架空的；同时，它们要成为有力的立法
机构，未必要达到美国国会的那种程度，但至少要超越目前的完全的橡皮图章的状况。

政协是所谓政党合作十六字方针的制度体现.既然是一党为主,政协当然不能成为实权机关
.
但修宪过程中,有人提过,要把其作为参议院那样的机构. 似乎是因为其具有的精英性. 但
这种提法很象夏日里米兰的清香,幽幽的,却不知所踪. (当然也可以做个恶俗的比喻: 像
吃饱的驴在走过街市时放的一个屁, huhu)
