The Tax Reform Act of 1986 allowed the creation of the tax-free Real Estate Mortgage Investment Conduit (REMIC) special purpose vehicle for the express purpose of issuing passthroughs.[12] The Tax Reform Act significantly contributed to the savings and loan crisis of the 1980s that resulted in the Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA), which dramatically changed the savings and loan industry and its federal regulation, encouraging loan origination.
但是真正意义上让MBS市场出现并兴旺的还是所罗门，现在属于花旗。当然当初的那些人四散。
