upstair tenant will be responsible for all the damage. you need to find a
professional company to clean up and dry up your place. otherwise the mold
will grow. need to be very serious. not just superficially dry up the
carpet.

dropping from upstair, and post a note on the condo front door, then contact
HOA
1. use Towel to dry the 地毯 to remove all the water you can remove by towel
.
2. use electric hair dryer to blow on 地毯.

A better way to dry an area of wet carpet is to use wet vacuum, or carpet
cleaner. Can rent one from many grocery stores.
Open windows and doors and let air circulating instead of using electric
hair dryer to blow on 地毯.

如果是condo/apartment, 首先是找HOA. HOA master insurance usually covers the
walls and internal structure, 但不cover personal properties. Carpet属于
personal property. 如果HOA不cover，或者没有全部cover, 那么if he owns这个
condo，那ta应该是买了HO-6 home insurance的，就用HO6的coverage来cover,那个是
包括了both structures and personal properties的。 If he rents ,and if his
landlord买了rental insurance, owner's rental insurance should cover walls
and structures and all that, but will not cover tenant's personal stuff, 那
么比如家具，比如地毯等等应该用tenant的renter insurance (if he has purchased
one)来cover。 关于renter insurance, 所有的lease agreement都注明tenant应该自
己买。很便宜的，几十块一年。
这么多if,看明白了吗:-)
