There is reason why students from some ethnic groups are underrepresented
in
the college. The reason is simple, they haven't been made ready for the
higher education. You can blame that the California basic education system
failed the mission. However the solution isn't to send those unprepared
students into the college, which undermines the quality and reputation of
California higher education system. The solution should be really
improving
the California basic education system, which is currently ranked 49 out of
50 nationwide.

Really? Could someone explain what kind of barriers she is talking about?
Any student who works hard and prepares him/herself well should be eligible
for higher education. Why is it in any way related to race, color and
