目前该法案还仅仅是应用在San Francisco County，不过谁知道民主党啥
时候会把这些法案推广到整个加州呢？
目前的法律不允许政府干涉房东买房、卖房的行为。如果这个SB1439通过，
那么San Francisco County的房东们必须要持有投资房五年以上才能转手。
如果法案通过，民主党又可以成立一个政府部门用于干涉市场了，这些新雇
员的工资从哪里来呢？
The legislation, SB 1439 by Mark Leno, D-San Francisco is scheduled
for committee hearings next week and if successful will move to the
Senate Floor thereafter.
State law protects owners who would like to sell their rental housing
or who need to convert it to owner-occupied housing. SB 1439 would
interfere with your ability to do this. This bill would require owners
to hold their property for five years before they can sell or convert their
homes, even if they are operating at a loss or unable to rent their units.
