If you swing hard and the ball still lands not far from the baseline, then you
have to work on your swing. It is the biomechanic. My serve usually bounces
straight onto the fence, but I am not a big and strong guy. IMHO, serve is the
most difficult swing in tennis. You gotta learn how to synchronize the whole
body.
Watch some video clips may help. Tennisone.com has a lot of them. Then just
practice.

(arm,...) drop the racket head, and actually swing,

I understand what you mean by "freezing motion".
I don't think I freeze long enough! I know I should for timing purpose.
Because most of my failed serves go 5-6 inches longer out of the service line.
I know they were caused by me not freezing the motion milisecond longer and
hit the ball early. It is a timing thing. The player that does the freezing
motion really well is Federer. Actually, his serve was analyzed on one issue
of Tennis magazine last year.
