I say the other guy would raise at UTG before flop if he has a low pair,
compared to if he has AA/KK or suited connectors he's unlikely to raise
first. |

The flop falls into his range. Your hand does not improve at all.
top pair is no good there. (if he does have jj or qq, he will fold to your
allin, otherwise, your hand is face up, easy call for him)
and if you call, 2 bets wait for you.
at least 2 pair,
set very likely.
str8 possible, but may play differently.

particularly the opponent's style.
There are no set rules. Otherwise the game would be not as interesting. |
