Having privilege to certain resources but do not have a password to it is
not necessarily contradictory. I may have privilege to access some company
restricted data simply because of my job function. But if my last access to
a given database was, say, more than a few years ago, I may lose access
because of IT policy, or I simply forget the password, but it does not mean
I lose my privilege to it. I can just ask for password and regain access.
Accused is guilty, is what you trying to say?

的律师专门咨询。
国内的人找你，你不需要害怕，直接找厂家问：这种sensor出口到中国需要什么手续？

如果绝对不允许寄，那我就干脆不买。

at all.
IT security can not be responsible for password of database/accounts
maintained outside of their coverage.
For example, a group of researchers share a network license of a Software.
They have a shared account with the Software provider and anyone in the
group
can get the password from the group leader to access to the shared account
for updates/patches, etc. Their IT department, however, would not know such
a password.
Back to Ms. Chen's case, the database is maintained by the Army Corps of
Engineers. So the IT security in Ms. Chen's agency is not supposed to be
responsible for its passsord. Asking her supervisor was the right practice.

I cited where my claim was from. Have you provided any evidence of
