have you tried to configure apache http server?
when I add an ScriptAlias to cgi-bin, it doesn't work with the new alias.
ScriptAlias /scripts/ "....../apache/cgi-bin/" #new alias, doesn't work
ScriptAlias /cgi-bin/ "......./apache/cgi-bin/" #old alias, work!
