For example, Actuary makes a lot more than $88,202.
Other profession is hard to tell, but US only have a total of 13,986 FSA as
of April 1, 2012. I have never met one making less than $300k per year (most
job posting for them are much higher)

I just met one who makes under between $80k -90k Yesterday. He told me that
there are about 8 levels of tests to take, after finishing each test, they
get several thousands of increasing. The entry level is below $80k (or even
bellow $70k/y). You must talk about senior level who finished all level of
tests, which I did not ask about.
