you, is because they are continuely not able to hire
qualified
exployee. After 6 months ad without get enough qualified
candidates, then by approval from INS, the company can do
RIR
in LCA process.
It is said to be very dangeous to apply RIR now. In current
bad job market, it makes no sense to say, 'my company is
continuely
not able to hire qualified ppl'. I have heard several RIR
denial
