请问， 在哪些情况下， H1b 批准以后， 需要出境激活 才能生效 ？

H1 received date 是批准日 ?
approval date 是生效日 ?
我 2 年内都没有离开过美国， 应该不是问题
那么， 是什么原因导致 没有 I-94 呢 ？
请问，下面 这两个选项 应该如何处理 才能避免出境激活 ？
在 H Classification Supplement to Form I-129 表格当中,
Part 2 information about this petition

a. New employment
b. Continuation of previously approved employment without change
with the same employer
c. Change in previously approved employment
d. New concurrent employment
e. Change of employer
f. Amended petition
4. Requested action
a. Notify the office in Part 4 so each beneficiary can obtain a
visa or be admitted.
b. Change each beneficiary's status and extend their stay since
he, she, or they are all now in the U.S. in another status. This is

但是， 如果我是 H1b 批准 但是 还没生效， 就被 withdraw,
最近， 找到新工作的话， 应该选 2e (change of employer)
那么， 好像 4b, 4c, 4d, 4e, 4f 都不能选， 只有 4a, 对吗 ？
About 4e, 4f, 中美之间有 Free Trade Agreement 吗 ？
从没填过这种表， 问题较多，
