Hello foreign scholarship/fellowship recipient,
This email is to notify you that a Nonresident Alien (NRA) tax charge for
Spring 2011 has been placed on your student account. The reason is that US
tax law requires 14% federal income tax withholding on the taxable portion
of your scholarship/fellowship income.
The part of your scholarship/fellowship that is more than tuition, books, &
certain fees is considered taxable income to you. This is approximately the
amount of your award that was paid to you in cash after deducting tuition
and fees. Student Business Services has provided the Tax Department with
the amount of your taxable scholarship/fellowship for Spring 2011.
This NRA tax charge is 14% of your taxable scholarship/fellowship.
Because of your Chinese citizenship, the US-China tax treaty will exempt
your scholarship/fellowship from tax withholding, but you must submit the
required documentation to claim the tax treaty for your financial award. As
soon as the required documentation has been received, I will instruct
Student Accounts to reverse your NRA tax charges for Spring 2011.

她知道treaty的事情，但是说只认treaty说的总收入的前5K不缴税，而我的学校账户上已经post
了我应付的上K的税额…… |

最好是学校的CPA弄错了或者我理解错了，不扣税最好。
