8月份有一天开车听NPR，guest是democratic的某政客，在讲aca（or O8care, if you
like) 他说aca不会让medicare/mediaid的花费更高，而是最终会使之降低，因为更多
的人加入到这个insured pool里面来，特别是很多身体相对健康的年轻人，所以最终每
个人的Premium就变低了。
我当时有点发懵，正在犹豫怀疑是我的数学太差还是这个人脑子进水了。还好听众也不
都是白痴，过了几分钟就有caller打进电话问：你说“更多身体相对健康的年轻人加入
使最终每个人的Premium变低，从而medicare/mediaid的花费降低”是基于加入的每个
人都付premium的情况，但是medicare/mediaid的受益者不是不要交/或者仅仅交很少的
premium,大部分难道不都是来源于tax payer的钱吗？还是我有什么理解的不对的地方？

发帖数: 154 | 2 既然在加州，建议询问kaiser foundation。他们针对所有Affordable Care Act(ACA)
不包括的人群提供免费的gold plan（无牙医）.只要你不是高收入人群。移民的父母是
最合适的群体之一。这对没有身份的人来说更为合适，因为kaiser不能和ACA竞争，所
以没有document的反而省去一些程序。他们也不需要太多证明。收入什么的只要自己写
一个说明就可以。一般可以写一些作为子女赠与的gift。他们之前的主要群体是非法移
民和一些收入特别低的合法移民甚至公民。
因为ACA扩大了受保人群，所以kaiser的非盈利部门原来的一些客户都可以享受正常的
医保了。而他们需要足够的人数来保证自己的非盈利地位。我是刚刚知道这个消息，不
过据说他们已经做了很久了。我也不在加州，但是至少值得一问。Kaiser比较注重预防
和综合治疗，其实也很适合老人。加州如何我不清楚，DC地区你有啥事去他那里看病，
他会看你的记录和基本指标，如果有其他可以做的检查等等，会让你一次全做了。这对
老人和子女都是很方便和贴心的。

这就5门考试了.....而且拿到ACAS会有一笔4-5的加薪貌似.所以100K还是比较合理的吧
问题是,2年想要拿到ACAS并不容易,尤其是血淋淋的exam 6啊.... |

另外,对那些人数50左右的比较痛苦,因为超过50就一定要买保险. 所以很多小企业把不

根据专门在保险领域的consulting 公司的最新报告，根据美国的收入水准，ACA中会增
加税收的属于Up-Middle Class,而不能用普通的Middle Class来取代。一般地区在贫困
线4倍收入（AGI $94,000,4口之家)以下，2.5倍以上的家庭才能称为中产阶级，他们的
ACA后目前的保险影响并不大，因为有政府补贴。
Up-Middle Class 不知在美国的比例占多少，20%，25%，还是有30%？学统计，有数据

成固定数字。而ACA的补贴是根据市场的，按照市场里保险(silver plan)的平均价格来
决定补贴多少。保险贵了，补贴必然就多了。Senator不敢定额，因为他们认为自己的
法案一定会降保费，最后补贴（国家的负担）自然会降下来，比固定额度好。Congress
认为这是不可能的，所以定了个固定值。不过明白人都知道，降是不可能的，所以国家

的蛋糕，中产一听不要硬性买保险了，MAGA呀，可是根据CBO的报告，就这个取消硬性
买保险，就有可能致使premium涨20%。那些个平时不买的，生病还得买，就多掏钱喽。
家里有孩子的你敢不买？好，贵20%。我知道川粉为了MAGA是不怕的，反正时不时的也
要心疼一下大统领捐个$500的，可广大洪波不会买账的。
还有，左臂反对那是理所当然，你不能否认的是现在一大票玉米地洪波也反对。洪波们
天天叫着要repeal obamacare，可是一看原来obamacare就是自己天天用的ACA，没了

Chris Lu)向本报说，「葛理汉—卡西迪法案」若过关，将造成3200万美国人失去健康

。唯一和obamacare有关的就是unlimited benefit和保小孩到26岁。如果你生了癌或者
小孩到了18岁，你就知道这些多么重要。
即使ACA被推翻，这些benefit大公司肯定会保留下来。不过ACA之前小孩只允许保到18
岁，超过18岁还在父母保险里是违法的。 |

據《ZeroHedge》報導，始於 2008 年構想而後續成型的「歐巴馬健保」(obamacare，
同 ACA 平價醫療法 affordable care act)，旨在希望減少醫院的「無法追還債務」，
如無法付款的病患等，透過全美人民都享有健保，使病患可給付醫院，而醫院的無法追
還債務降低。
然而，據《彭博》近期的報導顯示，醫院的倒閉潮卻開始因 ACA 而增加。

據了解，紐約法律事務所 Winston & Strawn 的律師 David Neier 提道，在美國零售
業與原油鑚油服務公司的倒閉潮後，美國正開始出現了醫院破產潮。在資產大於 100
萬美元的醫療企業裡，前 6 季共有 4 季的破產率創新高。
數據顯示，至 1997 年以來，醫療企業破產率只佔全美企業破產的 5.25%，但如今已成

The Affordable Care Act (ACA) has enacted a new regulation requiring
companies to provide all US employees who were covered by company-provided
medical benefits in 2015 with Form 1095-C certifying they and any dependents
received healthcare benefits in 2015.
This form is only for your records for auditing purposes. You are not
required to include it in your tax filing.
