holding on deportation and nonimmigrant visa holders.
I don't think Visa holders are eligible for the tax credit though. so you

send your parents home for continuing treatment.

两个月之后，没有消息，我就先把钱付了。
又过了两个月，找州政府，得到答复，他们前两天已经付钱给IRS了。
我很高兴。耐心等了一个月之后，我花了无数时间，终于找到了IRS的活人。
大致交代情况之后，那边很爽快的说，会寄支票给你。
前些天终于收到了支票，将近300刀，虽然损失了几刀的利息，

左右，这个远高于很多人的工资涨幅。第二，保费有个杠杆效应。比如今年的医药花费
是10000，医疗inflation rate按照10%算（简化情形），明年同样的情形仅因为
inflation医疗花费就是11000了，假设deductible 是6000，那保险公司的风险就从
4000涨到了5000，保险公司的风险基本是正比于保费的，所以保费的增长就是25%，远
高于医疗行业通货膨胀的10%，也高于从业人员的工资涨幅3%。所以真正的问题就是最
上游的药厂，医疗器械厂这些以技术创新为理由，搞出了一个超过通胀率（工资涨幅）
的增长率（可这些行业自己的员工工资增长也仅是3%左右，所以蛋糕还是被少数人分走
了）。要保费不涨这么多，那就只好把deductible提高一些，比如到6500，那保险公司
的风险增长是从4000到4500，所以保费就增长了12.5%，和大家感受一致。或者提高

最后这个prefer说明了保守主义的实质不是不变，但一定是反对社会激进变革的。
不是liberal邀功，而是warren法院是著名的liberal法院，brown案是著名的liberal的
判例，我以为是有共识的呢。。。保守派大法官也会给出相对liberal的判决，就好比
Roberts也会支持ACA，肯尼迪也会支持gay marriage一样。所以才有之前我说的所谓大
法官“左转”的问题，就是进入高院的时候是保守派，但是后来在实践中做出了
