政治和金融领域的国际合作都在走下坡路。自冷战结束以来，联合国(UN)未能解决任何
一起重大冲突；2009年哥本哈根气候变化大会给人留下的是酸楚的回味；世贸组织(WTO
) 1994年后的重大贸易回合谈判均未能圆满收场。由于治理方式过时，国际货币基金组
织(IMF)的合法性越发受到质疑。20国集团(G20)在2008年金融危机期间曾作为潜在有效
的国际合作工具出现，但它现在似乎已经迷失方向。在一切领域，国家、宗派、商业以
及其他特殊利益都凌驾于共同利益之上。这种趋势现已发展到这样的地步：我们需要谈
论的不是全球秩序，而是全球无秩序。

果园行动是当地时间2007年9月6日午夜，以色列对叙利亚代尔．埃兹－祖尔（Deir ez-
Zor）地区核反应堆进行的一次空袭。虽然叙利亚否认，但是美国白宫和中央情报局（
CIA）后来证实美国情报部门已经了解到该地的确是一处用于军事目的的核设施。一份
国际原子能机构（IAEA）的调查报告证实在该地发现铀和石墨，认为设施类似于一处未
申报的核反应堆。开始时IAEA不能确定该设施的性质，因为他们表示叙利亚没有提供必
要的合作，但是叙利亚对此表示质疑。在2011年4月，IAEA官方确认这个设施的确是一
处核反应堆。
根据报道，参与行动的是以色列空军（IAF）第69中队的F－15I、F－16I和一架电子情
报飞机，总计有多达8架飞机参与行动，其中至少4架进入了叙利亚领空，这些战斗机装
备了AGM－65小牛空对地导弹，500磅炸弹和副油箱。一份报道显示以色列精锐特种部队
中的一支－以色列空军翠鸟突击队（5101部队）在轰炸前一天就抵达了现场，所以他们
能用激光指示器标定目标，后来的一份报道显示以色列总参谋部侦察突击队参加了行动。

从传出叙利亚使用化学武器到美国采取军事行动，只有短短的两天时间。由此可见，川
普这个家伙的确非常果断，这和奥巴马几乎是云泥之别。不过，如何看待这次行动，却
很值得回味。最简单的一种观点是，川普的这次行动主要是满足美国国内政治的需要，
打叙利亚做给美国国内的政治对手看，表示他和俄国的分割，这种可能性当然不能排除
。这个行动的直接效果就是，普京由此会知道，川普比他还飙，可能是他从来都没有遇
到过的对手。
不过，另一种可能性恐怕也不能不考虑，那就是川普在给习近平上眼药，甚至是打只野
狗给客人看。虽说叙利亚不是中共的小弟，但是，中共长期以来一直追随俄国、维护叙
利亚现政权，在和习会面的同时，打击叙利亚，即便不是直接打脸习近平，至少也向习
近平显示美国的果断和决心。这在美国准备军事解决朝鲜问题的时刻，尤其意味深长。
此外，川普选在和习近平会面的时刻，对俄国的小弟公然出手，恐怕也有离间中俄的效
