反对的争论不休。虽然大家都支持合法移民，但不少民主党参议员认为加强一下边境治
安，就能杜绝非法移民问题，其实是看到问题表象，而没有深究非法移民铤而走险的吸
铁石。有些共和党议员对非法移民很排斥，但也找不到一个合理的解决办法。下面谈谈
个人拙见，我眼中理想的移民法案：
1. 关于技术移民
H1-B的名额要大幅增加，但EB移民名额也要相应增加否则H1增加后会导致更大的
BACKLOG。EB的名额要达到当年H1-B名额的至少60%。取消国别歧视，有能力者得之。依
据学历，工作经历，年龄，犯罪记录等实行打分制，分数越高在当年申请者中排得越前
。H1签证持有人可以不需要雇主背书独立申请绿卡。失去工作后H1-b有一年的Grace
period.
2. 关于劳工移民
和技术移民一样，美国不仅需要大量的高科技人才，很多行业也需要很多低端工作者去
做那些脏活，累活，降低生产成本，提高效率。这些人将在雇主聘用后持有效工作签证
