诺上。如果无法确保执行，则任何协议都是失败的。他强调，落实和执行将是两个关键
因素。需要有落实，需要有跟进，需要有执行机制，能够确保双方可以确信协议能够持

薄迈伦说，执行机制应当包括如果中国没有执行协议，则可以重新加征关税。而另一个

写这个评价的作者是个飞行时间超过2500小时，同时有200小时作战时间的老鸟。大家
看看作为参考吧。我就不翻译了，主要意见是Boyd也不是每个论点都对。F14作为拦截
机而不是狗斗机，并不是Boyd所批评的“失败工程”。F111作为轰炸机（+攻击机+侦察
机）也不该因为狗斗不行而被批评。Boyd没有注意到雷达，制导这些技术进步带来的空
