利益好其实是站在雇主资本家的角度这些人利益的体现，
因为移民是被激励的劳动力，可以从事本国人不能干，不愿意干，不愿意好好干的工作
。发展经济就需要移民。
问题就在于美国的移民制度完全是下放到了人民的手里，不管是亲属移民，还是职业移
民，政府只管看材料，也不定什么标准，
其它国家对语言，对很多东西都有要求，至少职业移民在美国上学的应该给点加分之类
的，美国都没有，也不能说美国的移民制度就是不好，但既然有好的一面，就不可避免
有ICC这样的问题，还有非法移民。
