为应对半岛危机，中方的建议是，作为第一步，朝鲜暂停核导活动、美韩也暂停大规模
军演。通过“双暂停”，摆脱目前的“安全困境”，使各方重新回到谈判桌前来。之后
，按照双轨并进思路，将实现半岛无核化和建立半岛和平机制结合起来，同步对等地解
决各方关切，最终找到半岛长治久安的根本之策。中国方面认为，“双暂停”思路抓住
了半岛局势的症结，也完全符合联合国安理会2270号和2321号决议的要求。解决半岛核
问题不能只有一手，需要两手并进。制裁是履行决议，促谈同样也是履行决议。
自提出以来，“双暂停”作为中国方面解决朝核危机、“实现半岛无核化”的主导性思
路，在不同外交场合被反复强调并向其他相关国进行推广。然而，目前除了俄罗斯口头
