14个成员，中国以180票连任，任期自2017年至2019年。
成立于2006年的联合国人权理事会，由47个成员国组成。每个成员国由大会通过无
记名投票产生，宣布参选的国家必须获得大会半数以上票数方能当选，最多连任一次。
中国曾在2013年以176票当选。
由于人权理事会的成员构成以公平地域分配为原则，其席位分为非洲国家13个、亚

原来巴蒂斯塔也没有那么坏啊，军人出身，为改变古巴政局混乱状态发动不流血政变，
一开始垂帘听政，后来在40年代正式参选总统上台时候，大力推行民主新政，通过了很
多增强民主人权的法案，很受人民拥护。之后主动下野到美国养老。后来发现古巴又变
乱了，50年代初从新回到古巴执政。这期间出现独裁倾向，人民抗议。卡斯特罗公然发
动武装暴动袭击兵营，这是严重叛乱，按律当斩，结果巴蒂斯塔还把他特赦了。
最可笑的是，卡斯特罗兄弟出狱后流亡墨西哥，在那里跟切格瓦拉串联，偷渡回古巴山
区，搞了一千多人游击队，还分兵两路，分别攻打圣地亚哥和哈瓦那。巴蒂斯塔三万五
千人的军队面对一千人的土匪居然不做任何抵抗，在一夜之间投降。实在是不可思议。
就像是一只大象躺在地上一动不动任由一只小老鼠咬死。大象其实翻个身都能把老鼠压
死。
卡斯特罗其实很狡猾，把当初一起干革命的很多功高盖主的老臣悄悄以各种方式干掉了。
流亡美国古巴人政治影响力相当大。而古巴特工则通过渗透这些流亡者掌握大量美帝核
心情报。岛上还装了个监听站，每年靠卖情报还能赚不少外汇。估计土鳖肯定也是大买
主。

1967年10月8日，埃内斯托•切•格瓦拉（Ernesto 'Che' Guevara，切是绰
号）在玻利维亚被俘。作为1959年古巴革命的关键人物，格瓦拉来到玻利维亚，是希望
