框里那句来解释。The accidental eccentricity that results in the center of
mass (CM) being nearest the vertical elements under consideration will
almost always GOVERN the design of the element.
具体应用呢，就拿你说的那个题来看，你看左边图由ex1引发CM的位置，右边图ex2引发CM的位置，还有
CR。从左到右分别是CR,CM(ex2), CM(ex1)。对于wall A 来说，CM(ex2)离得更近，所以ex2 govern
。对于wall B 来说，CM(ex1)离得更近，所以ex1 govern。

actually can carry the alleged 500 ton load(which means the safety factor
