If he already had the legal authority to take action, then why did he wait?
Some may frame the second question this way: does Obama's plan exceed his

China is now eroding the high end jobs too; America is no longer at the
advantage of exploiting developing countries. There are no longer enough
wealth that flows into America to feed the population on welfare. |
