bill.就是威胁使用filibuster.格老还算厚道。因为根据参议院规则，格老完全可以匿
名hold.那么是不是格老就一手遮天了。肯定不是。参议院是可以废掉这个hold.看下面
详细介绍怎么废。那reid为什么不file cloture.因为2012年是大选年，这个bill没人
关注，reid有更重要的和大选相关的议题让参议院表决。比如那个dream bill,reid就

程,任何参议员都可以hold 也叫filibuster(3012就这样被格老废le).如果想破
filibuster,那就要file cloture.需要60票.然后上floor debate,这个时候可以提修正
案.每个修正案都能被filibuster.然后,debate结束,如果有人要filibuster,那就需要
60票破.破了,正式投票表决,这个时候只要51票就能通过.
如果参议院版本和众议院版本不同,就要开conference协调.开不开conference也可以被
filibuster.如果有人要filibuster,就要60票破.然后conference后,拿回个最终版本,
如果有人filibuster,那接着60票破.破后,只要51票就可以通过了.

letters asking you to give up your hold on H.R.3012. 老头顶多再问一句有多少
是爱荷华人，幕僚会如实汇报，老头便能够感觉到风向。

大概的进程是这样的。这周这个bill会被正式介绍到司法委员会。司法委员会开始组织
几场听证会。会要正方，反方的人出席，然后议员们会问他们问题。请什么人来，由
leahy决定。但他会和ranking member Grassley商量。
然后committee开始markup.所谓的markup,就是所有的成员可以向这个bill提修正案。
然后一个个修正案表决。这里只要简单多数就可以了。通过的修正案，就加到bill里。
然后committee投票表决，通过后，送出committee给harry reid.
harry reid决定参议院立法日程。他开始安排debate.这个时候，harry reid可以自行
决定什么bill拿来讨论。他甚至可以另起炉灶，拿一个新bill出来。
上了参议院立法日程后，如果有任何参议员要filibuster,那必须有60个参议员同意。

美国参议院规则非常复杂。在每一届国会开始的时候，可以通过简单多数来改变参议院

拿到身份以后已经很久很久没有关注过H1B和合法移民改革的事情了，今天特地复习了
一下近几年合法移民改革的过程，上来回答一下。
首先，Trump自己完全不懂高科技移民，合法移民对他的优先级也非常的低。优先级比
较高的几个应该是修墙、废除Obamacare中的很大一部分，还有税法改革。现在共和党
控制政府和参众两院，未来很快还要控制最高法院，合法移民的改革一般来说会落到国
会的immigration subcommittee里面。在立法过程中参议员的分量比众议员要大很多，
所以我们主要还是要关注参院几个相关参议员的动向，而不是把Trump说过的话一句句
拿出来 像揣摩圣意一样地分析。
先说最坏的情况：前面有人贴过了，Ted Cruz和Jeff Sessions搞过一个S2394，就是

什和McCain的water board之类政策相似。符合限制政府权力保护公民自由的出发点。
至于采取的手段，我觉得很好，引起了民众的关注，打击了奥巴马政府，而且得到了政
府明确的答复。比较其他两党议员们耍无赖一样的filibuster，他付出了惊人的努力。
