-essential。例如，进出口动物检疫是essential,而国内食品检疫则是non-essential
等等。
我和一群同胞在吃饭，有一个不太熟的老中（年纪不小）是在政府部门哪个小单位干活
的码工，他所在的部门也被牵连近goverment shutdown来。他跟我们解释说这个
goverment shutdown就是个joke，是政治作秀，不是第一次了。克林顿在的时候也出过
。根本没事。被shutdown的部门在政府恢复后会补shutdown时间的工资，因为这不是你
的错。被shutdown的部门可以看作是一次带薪假。他单位大家都盼着shutdown。
他还说，他所在的部门不是啥重要的部门，本来大伙都很高兴会被shutdown，准备放假
。结果没想到，平时很懒的美国白人上司那段时间突然急得跟疯子似的，出动自己所有
的关系网络，四处游说，最后也不知道用的什么招，竟然把自己这个没什么的小部门给
搞成了essential了。没假放了，大伙都很气，这不吃饱了撑得没事找事吗？
