不平等报告》称，中国居民收入不平等水平处于世界倒数第7位。
根据该报告的数据，中国最富裕的10%人的收入占GDP的比例达41%。
收入分配最平均为欧洲，这里10%最富有的人收入占GDP的37%。俄罗斯在排名表上
紧随中国为46%，美国和加拿大为47%。撒哈拉以南非洲为54%，巴西和印度为55%。中东
国家贫富差距最大，其中最富有10%人的收入占GDP的61%。

：这一次，政府在催促女性——但只是合适的那类女性——为中国生育。

1什么是肯定性行动（Affirmative Action)
Affirmative Action（以下简称AA）最早的使用是在1961年肯尼迪总统的第10925号总
统令，其内容主要包含两点，第一是要求政府不得以种族，信仰，肤色和起源国为由歧
视雇员和申请人，第二是采取肯定性行动以确保政府雇员和政府工作申请人在过程中不
受到以种族，信仰，肤色和起源国为由的歧视。1965年约翰逊总统发布了取代10925号
总统令的11246号总统令，并重申了上述内容。1967年的第11375号总统令把“性别”也
加入了受保护类别。
