on the Law of the Sea， 从1958年开始谈判，到1982年谈判完成，前后折腾了25年时
间。谈判完成后，正式批准生效遵守的国家有60个，中国于1996年批准承认并遵守这一
破公约。目前这个公约有到目前有152个国家缔约，但很多与海洋无关，只是签约赚便
宜而已。
美国在张罗忽悠各国签署加入这一公约后，自己却以国会不批准为由，决绝履行这一公
约。原因是美国引用其总统杜鲁门在1945年第二次世界大战结束时宣布的美国领海基线
为大陆架的原则不变。至于这大陆架到底延伸到距离海岸多远的地方，美国从来不说。
《联合国海洋法公约》事实上是海上强权刻意绑架世界各海洋国家让出一条不受每个国
家干预的公海通道的强权公约。这个公约的核心其实有以下几点：

美国别的州里的事儿不知道，就说说我们加州。
加州自2012年选举以来，民主党在州议会已经形成绝对大多数(super majority)。州参
议会40位议员里28位是民主党，11位共和党（一位空缺）；众议会里80位议员里55位民
主党，25位共和党。有绝对大多数的好处就是吵架的少了 – 以前州议会经常吵架，
尤其是在每年州预算出笼的时候，两党各执一言，僵持不下，预算一拖再拖。到了实在
无法拖了的时候，两会议长要把议会大楼的门锁起来，勒令议员们日夜连轴转，预算不
出来不许回家。有两年州政府不得不发IOU给所有要付费的地方，实在尴尬。但是，民
主党这个绝对大多数来得晚了点，因为在2010年，加州选民通过Prop.25, 决定州预算
只要有大多数议员投票过了就可以，不用再像过去要2/3绝对大多数议员同意了才可以
通过。尽管如此，民主党有了绝对大多数，在议会里基本上就是可以为所欲为了，共和
党反对是没有用的，正因如此，民主党的提案，包括那些需要有绝对大多数通过的一般

小孩子确实是无知和天真的,但是ＡＢＣ和jimmy kimmel是成年人, 小孩子没有什么错
误，但是成年人选择播放这个就是完全恶意的, 这个如果换成杀光黑人， 或者杀光
任何其他一个种族的言论都是不能接受的, 我们华人的懦弱造成了这样的事件层出不
穷，今天你不说话,以为和你没有关系, 明天德国人屠杀犹太人的历史就在我们身上重
演， 这种成年人借小孩的口说出极端种族主义的言论是不能接受的,请写信给下面的
部门投诉， 下面是我写的信的内容, 请稍微更改然后发出. 我也在白宫的联系邮箱

很多人都说，华人不喜欢帮同胞，不喜欢分享自己知道的东西。其实很多人像我一样，
愿意分享，但是不喜欢吵架。我希望开个有质量的帖子，抛砖引玉，和大家交换创业心
得。我会从税法开始，讲到创业筹资，商业贷款。特此申明，这马甲是歪哥借的，目的
