天问我有何打算，看样子我只能说木有鱼丸木有粗面了。
如果有人出来做事，根据上面NIU的链接，至少可以在剩余名额分配机制上做点工作。
首先，介绍现状，提供历史数据，找lobbyist评估一下有无可能从立法或者行政上改变
现状
其次，和lobbyist一起决定采取何种途径来争取中国人多拿一点剩余名额

就脱节，变成了无谓的党争。
所以，美国的公司也很乖，两头下注，这样就达到了影响美国政治的目的。
要是没有那些lobbyist，美国很可能会乱了套：
1）议员没有了足够收入的来源，就会想办法从其它地方腐败；
2）政府和经济实体脱节，乱出经济政策；
3）两党相互吵架，争论一些细枝末节（台湾是个例子）

lobbyist一个月最多忙两三个小时，我们花的时间多的多，我个人十倍于lobbyist的时
间。
后来请了诉讼律师，有人认为让律师去忙活，诉讼组事情不多，其实就诉讼依据而言，
移民法方面我们这些人的熟悉程度只在律师之上而不是之下，以老猪牵头的诉讼组扮演
的角色还有律师助手的作用，律师起草的起诉书都经过诉讼组的反复推敲修改，有时还
要点播律师，这点毫不夸张。
