另一部分叫discretionary spending.就是各部的预算.
如果不动mandatory spending,再砍spending也不能平衡预算.
mandatory spending只能国会立法改革,要不然一分都动不了.
而去年的debt ceiling deal是不涉及mandatory spending的.所以根本解决不了赤字问
题.要解决赤字问题,必须改革三大. |

fee包括insurance。
1098t的box1是0，box2是141.5(应该就是下面的三笔mandatory fees)，box5是3870（
应该就是剩下的health insurance和scholarships&grant）.我check了我们学校的系统
，发现这3870都是insurance和student health center fee（包括那几笔scholarships
&grant实际也是health fee awards和health center fee）。按照1098t的要求，这部
分的确不qualify education expenses，所以软件里都把这部分算作了taxable income.
但问题来了，这部分算我taxable income里吗？因为我实际没有拿到手，w2上也没有。
算的话有相关的health insurance deduction吗，不算的话怎么处理，按tax treaty吗
？

food stamp根本没有多少钱。
低收入中白人占得份额比例不比其他少数民族少。
Federal和state的budget完全是二回事。
Mandatory spending中Medicare和Medicaid是大头，Medicare是给65岁以上的免费医疗
，由于baby boomer都开始进入退休年龄，这个增长最快的，是最大的问题。Medicaid
是给低收入的，虽然不小，但是增长不快。
Mandatory spending中社会安全险是第二大，但是增长没有那么快，问题是比较容易解
决。
国防开支也是个大头，但是不是mandatory spending，是可调控的。
美国经济问题没有那么大，现在的top税率和历史比是非常非常低的。可以说富人手上
有很多钱，和历史比，美国富人现在非常非常非常有钱，并且税是非常低的。

刚按照ticket上的电话打过去，接电话的黑女直接给了我一个网站要我交钱。我问能不
能选court hearing，对方说如果found guilty会有mandatory的500刀的fee。
我有点不信，因为ticket上说“office MAY impose $500”，没有说是mandatory。再
次和她确认，她还是这么说。

vs writing 作为比方。
在整个小学 ELA 阶段，reading comprehension 是非常重要。不过问大伙儿
一个问题是：“Did we ever require student perform mandatory writing
just to assess their reading level?”。
The answer, in any reading level assessment system, is a simple
answer: NO, NEVER.
The answer doesn't means writing is not important. Instead, it
merely says, student shall read sufficient before do any writing

You look at budget for 2011:
Security spending: 891 Billion
Non Security Spending: 496 Billion
Mandatory programs 2,177 Billion
net interest: 205 billion.
Total 3,771 Billion
Total revenue: 2,174 Billion
You can not cut mandatory programs right now, you can only slow down
Mandatory programs in the future, but lots of American don't have much
saving, so cutting Social security/Medicare/Medicaid is political suicide.

刚按照ticket上的电话打过去，接电话的黑女直接给了我一个网站要我交钱。我问能不
能选court hearing，对方说如果found guilty会有mandatory的500刀的fee。
我有点不信，因为ticket上说“office MAY impose $500”，没有说是mandatory。再
次和她确认，她还是这么说。
请教一下大家，这个court fee有没有mandatory一说？丫会不会欺负我是外州的呀？
另外再请教一下：黑女的给的网上有上traffic school的选项。traffic school在是自
己找便宜还是用对方提供的那个？

UM 2000多名全职RA，如果GEO把GSRAs纳入他们的工会系统里，每年GEO可以获得近百万
美元的easy money，而这些钱不是花在RAs的福利上（羊毛出在羊身上，但不取之于民
用之于民）。他们把钱花哪去了呢？ Who knows，GEO背后有一系列不为我们所熟悉的
利益链（you know what?)。
密歇根大学待GSRAs已不薄，GEO有各种各样的非现实目标，学校从校长到教授强烈反对
GSRAs 是雇员身份（employee）。如果认定GSRAs是雇员，这会破坏原有的student-
advisor的关系，对学生求学读取学位带来复杂的影响。如果学生与教授出现关系问题
，系里和研究生院有合适的途径进行申诉；而如果引入GEO，反而让本来是内部矛盾引
发成外部掺合的不可调和的法律问题（这是很严肃的事情）。再者，GEO并不能在因为
学术原因上有什么作为。
