在纽约州, 没有可能plea bargain DUI charge. 唯一的可能是deferred prosecution

以前也有人问过关于这个一模一样的几句话。觉得有可能是想说If your appearance
is mandatory才you are not eligible for
a Trial by Declaration，但是打的语法不好，漏了“and”和多了个句号。（但是其
实这样也是错的。就算arraignment的appearance是mandatory，trial也可以是by
written declaration的。）
反正你不用管就是了。
arraignment就是plead guilty或not guilty的。可以亲自去arraignment或通过邮件
plead guilty或not guilty。跟着如果你plead not guilty就有trial。trial可以in
court或by written declaration。（跟着如果by written declaration输了还可以要
trial in court。） |

spending.2011年财政年度已经开始了快半年了。现在一直用的是CR方式来开支。所谓
的CR就是用2010年的额度来开销。现在的CR 3月4号过期。如果国会不通过spending
bill, 或者继续CR,那么政府就要关门。
美国的预算程序是这样的。每年2月总统向国会提交budget审议。国会的budget委员会
也会自己写一个budget resolution. 但是这个resolution是non-binding的。总统不需
要签字成法律。budget分两大部分，mandatory and discretionary. Mandatory包括
social security, medicare, 利息。discretionary就是政府其他开支比如军费，NSF,
NIH, DOE.这个discretionary spending一共包括12个bill.通过国会的拨款委员会来
