，可以找payroll office递交8233免除tax withholding。
第二种情况，F2在美逗留超过2个月，转成F2。这个定义比较模糊，主要因为Tax
treaty中没有对residency作明确的定义。对于在美国换签证的，P4152明确说明要在
home country逗留365天才可以；对于回国换签证的，我没找到明文规定. Revenue
Ruling 56-164 和 General Counsel Memorandum 37047, 好像有相关说明，我不是很
确定。但是在中国的 “国际收支统计申报办法 PROCEDURES GOVERNING THE

己的护照，那自己年纪多大，几岁进入美国都是凭自己的回忆了，或者去办一个符合所
有要求的护照。所以现在唯一需要做的就是注册入学一间中学，然后去USCIS拿工作许
可了
国土安全部的五个条件如下：
1.) Came to the United States under the age of sixteen;

2.) Have continuously resided in the United States for a least five years

我是eb1a的绿卡，6月底拿到，之前在版上报过timeline。因为之前用ap有过几次国际
旅行，所以国际办公室一直催着我拿护照和i-94去给他们看因为他们不信我不用visa也
能回美国。当得知我是用ap回美以后，他们说我在用ap的时候h1b就失效了，而且因为
我没有用ead，所以我从用ap开始就一直在非法工作。我当然说他们是错的，然后把
USCIS的memo给他们看，只要我不换雇主，我可以继续合法工作而不用ead。同时我告诉
他们我已经收到了绿卡。他们马上又说我没有及时update我的i-9，所以已经违反了联
邦法。我告诉他们我刚刚拿到绿卡，现在告诉了他们并且愿意update我的i-9。
可是因为他们再三的无理取闹，我不想让他们如愿scan我的绿卡，我说要用我的驾照
，SSN卡和A#来update我的i-9，因为这也是符合要求的文件。可是他们不愿意，只肯用

在background check，uscis没有最办法提供一个什么时候能处理我和LD case的时间表
，欲哭无泪啊。
想起485 pending中background check超过180天直接adjudicate的那个信息，于是约了
infopass去查询，这个memorandum的原始出处如下：

infopass是个黑大叔，人还挺好，听完我的问题，回答我说：“it no longer exists.
”。顿时让我一下语塞，不知道如何是好。 已经等了10个月了，大叔说现在这情况没
有任何办法，只能一直等，他们处理到了，就到了，没有处理到，也没办法催。所以后
来想想，应该这个memorandum就只是适用09年那一批case吧，我们现在的case就只能苦
逼了。

武器火禁运。1947年3月21日，国民政府的弹药供应已达到危急程度，而刚好这也是国
军停止不断胜利的时候，可以看出储存半年的美式军火用完后对国军的极大影响，这也
是国共内战中国军失败的最重要原因，而我们却对这短历史一片空白。。。
二战后欧美国家政府民众普遍反战厌战，对于中国国共内战十分不满，一场针对中国的
武器禁运拉开帷幕。1946年，美国通过决议禁止向中国交战双方提供武器，从7月29日
美国方面已拒绝签发向中国提供武器的出口许可，禁运开始生效了。实际上，美国直到
1948年11月才重新开始向中国国民政府提供武器。美国武器禁运的同时,英国对南京国
民政府实施军火禁运，拒绝了南京国民政府购买枪炮子弹、舰炮、飞机机架等请求。英
国外交部宣称:“英国政府的政策是不鼓励中国现时的内战。为了这一目标,只要内战还
在持续,我们就不向中国出口任何战争物资”。
由于美英在当时条件下巨大的影响力，没有一个武器出口国向国民政府出售武器。

關於中朝邊界在歷史上的爭議問題，中國學者已有非常深入和詳盡的討論。不過，這方
面的研究成果大都集中在明清時代的邊界糾紛、談判及其結果，鮮有涉及之後特別是中
華人民共和國時期的論著[1]。究其原因，一是史料缺乏，二是問題敏感[2]。然而，研
究1950至60年代中朝關係的歷史，邊界問題無論如何是繞不過去的。為此，筆者盡力查
找了中國外交部和有關邊疆省區的檔案、台灣國史館和外交部的檔案，以及韓國學者公
布的相關檔案文件，以期對這個問題有所交代，並做出中國學者的解讀。
一 歷史遺留下來的問題
中國和朝鮮對國界線的劃分有爭議，屬歷史遺留下來的問題，而影響問題解決的主要有
自然地理和民族感情兩方面的因素。
在中國明朝和朝鮮李朝建立之初，兩國已確定鴨綠江、圖們江為界河。兩江皆發源於長
白山，長白山天池為松花江、鴨綠江和圖們江的三江源頭。鴨綠江、圖們江中游以下河
寬水深，兩國邊界分明，但兩江上游，尤其是圖們江的江源地帶，河多水淺，源頭不清
，故而造成邊界不明，屢有邊民越境，並出現邊界糾紛。有中國學者考證，朝鮮王朝早
