外国人及台湾同胞进入西藏，都需要办理旅藏确认函，就是常说的入藏函，台胞称呼入
藏纸，英文名称：Tibet Travel Permit。
外国人旅藏的有关规定
根据国家旅游局规定，外国旅游者、台湾游客和海外华人(香港、澳门居民持中国特区
护照或回乡证者除外)在藏期间不允许自行旅游，不论客人人数多少，必须有组织、有
计划地组团旅游。入藏函是指非中国公民、非中国护照持有者、非中国公民身份证持有
者，进入藏区需要办理进藏签证。
哪些人需要办理“入藏旅游批准函”？
1、非中国公民身份证持有者－中国台湾的游客；
2、非中国护照持有者－外籍护照持有者。
注：海外华人若无中国护照也需办理“入藏旅游批准函”。
注：现已取消港澳地区人员进藏旅游必须提供“入藏旅游批准函”的规定。港澳游客持
中国特区护照、“港澳同胞回乡证”（1998年以前签发，有效期10年）或“港澳居民来
往内地通行证”均可自行赴藏旅游。

北京龙泉寺是一座历史悠久并力图将佛法应用于当代社会的一座寺院。寺院的两位法师
，贤启法师和贤威法师正在访美。他们4月24-26号在West Chester University 参加有
关亚洲思想，科学及宗教方面的会议。此后将参访美国其它一些城市，两位法师计划在
5月底或六月初参访西雅图，具体日期还在安排当中。如果可能，希望安排一次法师与
学生见面座谈的活动，时间和地点还需您协助安排。内容上，可以龙泉寺为例介绍当代
中国大陆汉传佛教的状况，同时放映一些介绍的视频短片，还可以开展佛教理论及探讨
，生命故事分享等话题，形式上可在简短的讲解及放映短片后转为互动问答形式。
贤启法师也是龙泉寺管委会的五位成员之一，贤启法师主要负责龙泉寺慈善部（北京市
仁爱慈善基金会）、文化部和弘宣部，还有复兴大国学文化基金会。贤启法师出家前在

很久以前，我希望可以去南极（Antarctica）。
但是作了功课以后，知道那是个不太有聊的地方，还是留着等将来老了以后，金银的时
候再去吧。
然后不久以前，一起做做功课，我们又把斐济（Fiji），塔希提（Tahiti），委内瑞拉
（Venezuela），坦桑尼亚（Tanzania），巴西（Brazil）这些地方也一一排除。
它们，真的很诱惑，但是出于某些原因，还是让它们排着队，等我们将来有机会再一一
扫过吧。
最终决定的目的地，绝对出乎于我以前的预料，居然是“大俗地”希腊（Greece）。
也许，我们也要“非诚勿扰”吧。
夏天的希腊，不仅骄阳似火，也是物价上火的旅游旺季。
然后欧洲的主权债务危机，又点燃了希腊人民心中，罢工思潮这把热火。
但是即使是三把火也不可能把我们吓倒，因为我们要在烈火中永生，我们要在烈火中去
孕育我们下一代革命的种子。
先不说废话了。
然后话说春天从西班牙（Spain）回来，我们对欧洲的失望是每况愈上。
出发之前自然对希腊的预期也是削了好几层皮儿。
但是希腊居然让我们重新看到了它的美丽。
我这个“挑钩王”继续孜孜不倦地看一堆又一堆的石头遗址。

of northern San Diego County. Metta Forest Monastery is a meditation
monastery in the lineage of the Thai Forest Tradition.

Monday in southwest China calling for the return of the Dalai Lama, the
exiled spiritual leader condemned by Beijing as a separatist, a group
