including mandatory minimums”
Mandatory minimums指的是罪犯在可以申请假释前所必须服满的的刑期。考虑到Phil
Murphy在大麻合法化上的立场和认为执法时应考虑种族因素的态度，我不相信Phil
Murphy提出的重新评估的结果会是把刑事犯罪的最低惩罚加重，您说呢？
降低惩罚会带来什么结果？
除了回忆一下前面提到过的破窗理论，再请看看加州的实际发生了什么。
加州第47号法案规定在商店中偷窃$950元以下的财物，或者在街头行窃金额不足$950元
的窃贼，即便警方将其当场抓获，也不能够将其逮捕。该法于2014年11月4日生效，此
后加州犯罪现象明显增多，抢劫盗窃更加猖獗。
我想，在加州此时不知道有多少小混混在盼望着80吋电视的售价能降到$950以下，这样
就可以不用等骚乱就能放心搬回家。

9月13日刚自中国来新泽西州普林斯顿探望女儿的69岁华妇黄旭锋（Huang Xufeng），
两天后(15日)外出散步未归，17日被参与集体搜救的华人在路边深沟发现其遗体，初步
断定死于车辆撞击。其女22日接获警方通知，称已找到居住在维吉尼亚州的肇事驾驶员
。初步消息，肇事驾驶员原来并非刻意逃逸，而是以为自己撞到一头鹿，当时曾经报案
，警方也到场处理，但竟然没有发现被撞飞到深沟的华妇。
普林斯顿市警官布彻尔（Jonathan Bucchere）在回答本报询问时表示，目前警方初步
断定黄旭锋死于车辆撞击。但暂时还无法对外提供或确认任何资讯。不过，据黄旭锋女
儿凌怡表示，警方告诉她，15日晚8时09分曾接获一宗报案，有人表示在莫塞路（
