从一点一滴披露的谈判细节来看，美国特朗普政府今次动了真格，准备全盘重整中美双
边经贸关系，双方分歧之大只怕不是多几轮谈判就能解决。以为开始了谈判就万事大吉
的人可不要被盲目乐观的情绪骗倒。
先看一下谈判后两国的官方反应。美国代表团除了财长努钦说过一句有良好交流后基本
上没有任何表示，会谈完结后只是静悄悄的回国，没有什么声明或记者会讲述进展或困
难。北京方面则由新华社统一口径发放了简短的消息，指双方进行坦诚、高效、富建设
性的讨论，就各个问题包括保护知识产权充份交换了意见，在有些领域达成了一些共识
，但在一些问题上仍有较大分歧，需要加紧工作及讨论。
从双方会后的反应来看，美方摆出一副不是来讨价还价的态度，不打算来个互谅互让，
所以不会评价会议进展。北京则沿用一贯策略，玩“文字游戏”为会谈进展定性。多年
前中英就香港前途进行多回合谈判，有益、有建设性等字眼就成为谈判的风向标。只是
，今次中美贸易谈判用上的字眼如坦诚、高效之类其实有点不妙。以坦诚形容会谈意思
是双方不咬弦，大家各自表述立场。

察看见了，给了张child neglect的ticket,一定要上法庭，警察没有给我罚款，说是要
法官去判定。
后来上庭的时候我要了中文翻译，用中文自我辩护。 我带了一个新的car seat去， 就
说以前的car seat用久了，容易松自己没意识到，被抓的当天就去买了这个新的。还说
了一些自己对孩子平常很好的话，请了一个老美邻居帮我作证明。结果法官没按child
neglect处理，算是偶发事件，结果罚了25刀和2分。 |

嗯，具体到你们的case，恐怕有两部分，一部分是违反交通法规，第一次可能是要交个
罚款，上个学习班什么的，具体各州不同。另一部分就是小孩子的问题，如果不是在高
速上，情节应该不算太严重，DCFS的工作人员一般也不会特别认真地查，如果真的查了
，也就是判断是不是有neglect。仅仅是这个不放car seat，大约是给个mild neglect
，也就是要求学习，以后注意，甚至一般都不会记录在DCFS的系统里，应该不会需要闹
到带走孩子的。
总之，以后别这么干了，重点是，这对孩子确实不安全阿。 |

判断abuse和neglect的标准，见附件图
楼主朋友的种种问题就不再批判了，我的个人感受哈：
1) 最主要的是abuse的第三条，宝妈宝爸把词儿对好了，也别用新的，头次怎么说的就
怎么说，以防社工偷偷录音什么的，前后反复不清是最忌讳的。
2）宝爸可以show不满，但不能show暴力，不知道中间到底发生了什么，我认识的社工
对语言过激还是有相当容忍度的，不知道是不是言语威胁了，千万不要。
3）宝爸的饮酒不容忽视，要想好对策，安全驾驶记录啊，朋友的证明啊等等，证明不
是酗酒，只是没有扔酒瓶而已。
4）强调对孩子的关爱，强调孩子身体健康，别过分强调100%身高体重，以免有abuse-2
)之嫌。
5）强调这次是不小心，说明自己的悔意，不要说孩子磕碰难免，以免有neglect-1)之
嫌。
6）请了解宝爸宝妈的朋友们写信证明你们是合格的父母，特别是宝爸工作单位的以及
日常朋友邻居等，还要包括没有暴力倾向、没有酗酒史。这些信要留备份，大可以放心
交给这个社工。在上庭的时候提及，我给了他/她多少封证明信，都有谁谁谁的。这些

director的态度特别差，说是她自己摔下来的，幼儿园没有任何责任，他们能做的就是
终止孩子和学校的合同，让我们把孩子remove出来。我们保险不cover的部分他们也不
会付。
看到孩子那么难受，学校的那个态度，给人一种严重被歧视的感觉，有知道的说说看我
们该怎么办？
另外提醒有孩子在这个学校的家长也提高警惕！因为最近好几个孩子都出现了类似的严

但是如果大人上班， 一整天把小孩一个人留在家里，
或者大人外出， 一整夜把小孩独自留在家里，
要是被人知道了去报警， 父母肯定要受责的。 属于neglect，把孩子置于危险。。。
搞不好会被剥夺抚养权的。
如果上班地点比较近， 能够每过两小时回家check一下， 能陪孩子吃午饭，
等等， 估计就不属于neglect或者把孩子置于危险了。
或者家里有监视器， 能够看到孩子在家里很安全， 能把食物和水都准备好，
然后低调点， 不要让别人知道， 估计就没啥事。
有明确规定12岁的州， 好处是12岁以上孩子就可以放心放家里alone了。
加州没有明确规定， 任何16岁以上的孩子独自在家， 哪怕是短期在家，
父母都要小心，别让好事者知道了。 |
