因为中国缺乏创新环境。
来自西班牙的中国经济问题专家迈克尔·佩蒂斯（Michael Pettis）本星期在接受彭博
社采访时说，美国不需要担心中国会主导未来科技产业，原因是中国缺乏创新能力，并
且面临债务居高不下、人口老龄化严重、收入严重不均的问题。
佩蒂斯在这篇采访中说，中国不会做出重大创新，因为中国政府惧怕改革的代价。他说
：“要获得一种创新文化是很难做到的，而且我怀疑这和政治决心有多大关系。要成为

misdemeanor 和 felony 警方不能直接逮捕，必须由检察官提出指控又法官签字警察才
能逮捕。而警察在没有逮捕令的情况下拘留不能超过36个小时。如果36个小时之内警察
搞不来逮捕令，就得放人，就是所谓的 “released pending formal complaint”。越
是严重的案子，调查所需时间越长，经常要等好几个月才能等到 “formal charge”。 |

是啊，中国共产党是一个邪教。
在70多年前，中国处于长期半分裂状态，美英法德俄意日等在中国都有区域代理人。中
