可一到众院就dead on the floor. 众媒体对Boehner一片责骂。让很多华人也对GOP主
导的众院颇有怨言。可是仔细一看GOP的观点，则是要通过piecemeal的政策，即先解决
合法移民等的问题，再着手解决非法移民的问题。而民主党则坚决反对这种方案，一定
要强行通过CIR。
这让我非常怀疑民主党的目的和方法。其一，民主可能根本就不在乎合法移民的权益，
仅仅想绑架合法移民来夹带私货通过其非法移民的法案。更进一步，民主党或许根本不
在乎CIR是否能通过，只需要制造出一种GOP耍赖皮的形象即可（比如导致政府停摆）。
由此可见，民主党的政策是绑架所有移民的利益来对GOP进行打压，这一切都是政治目
的，而非要解决问题。
反观如今民主党对Trump政府移民政策的阻击也是如出一辙：煽动所有合法、非法移民
来反对一个仅仅是针对非法移民的政策。 |

这就有一个问题，就是单独的条款要不要搞？
这里面最著名的就是DREAM ACT；这个法案
是Durbin搞的，通过的可能性大很多，有不少共
和党都支持
但是Durbin按照党内的安排不打算现在单独推出，
这个是民主党和移民改革派对当前形势的判断决定的；
搞CIR的策略就是把大家都绑在一起，老中老印老墨
微软思科一起喊话，才能对抗保守派的势力，任何一
派如果单独得到好处，就会walk away，使得剩下的
东西就通不过了
所以呢，这几年任何单独的议案，就是所谓的piecemeal
改革，在改革派内部就被否定，一直是没有机会提出来的
但是最近，由于一部分改革派开始接受现实，使的这种分开
通过的意见有所抬头；有单独通过DREAM ACT和AgJob两大
法案的不同声音开始出现，但是由于现在的三大焦点还是花街，
BP和Kagan，没有人认真讨论这个话题；民主党大佬会不
会采取这种新的策略，现在还很难说
说回到EB的改革，STEM的呼声是很高的，当然也有反对的意见，
主要是怕大学教育被abuse；由于这个东西还没有放到台面

这一立场在去年的HR3012出现之前没有改变过
GOP也不是无条件地爱高科技移民
HR3012就是GRASSLEY拦截的

这个bill，其实就是像2008年增加20000个高学位H1B一样，增加5.5万个高学位EB2罢了。
当然，自从HR3012死了后，由于新一届国会没什么变化，我肯定不管是piecemeal还是
comprehensive bill，都不会过。但是明年会有很多人喊口号，拍胸脯表示要为这个
bill，那个bill赴汤蹈火，其实都是作秀。一句话，除非house 和 senate都控制在一
党手里，否则任何bill都不会过。 |

Goodlatte 通过 piecemeal 方案的事情已经是几个星期以前的旧闻了。他本人并不坚
持拆分法案，只不过他当时担心大法案过不了而已。
House 的CIR 版本唯一纠结的地方是移民是否能够享受Heathcare， Pelosi 已经表示
妥协。所以House 版本出台的可能性已经很大，今天和明天可能就会出来。
有了这个House 版本，Bohner 不需要直接拿senate bill 投票。
