The War on Poverty.
According to the Census Bureau, in 1966 the poverty rate was 11.8%. It has
remained in a range between 8.7% and 12.3% for the last 46 years. Fail.

穷人住central city从二战前郊区化就开始了。富人买的起车，可以搬到郊区，那里房
子大，环境好。穷人没的选择，只能留在市区。虽然市区地价贵，但是穷人可以住小房
子，总体上还是比去郊区的开支便宜。这里面的核心问题是富人对大房子的偏好和总体
的开支。富人搬到郊区后，对city tax是个不小的损失。城市里穷人多的地方，drug，
crime等等问题一堆。最后中产阶级很多也搬离城市，是为了躲避这些城市问题。美国
central city穷人多，郊区比较富裕这个格局形成了几十年了。
当然市区里也有高档社区，富人也不少见。但是穷人的比率比郊区高是肯定的了。在美
国生活过几年的，这都是常识了。如果会查census的话，到census网站上随便查查就知
道了。

15,510，4个人的家庭是23,550。要提醒的是，这个收入标准是指你的AGI，即1040表格
的37项。所以你的实际收入会比这个数字高。
Obamacare规定，如果你的家庭收入不到Poverty line的138%，你符合Medicaid条件，

level pay maximum of 3% of income for coverage. People at 400% of poverty
level pay up to 9.5% of income. (Poverty level currently is about $22,000

前两年诺贝尔和平奖，不论是戈尔，还是obama，国际上各大媒体
都有非常明显的争议性。
只有这次刘晓波，国际上各大媒体，不论左右，conservative还是liberal
一边倒的祝贺刘晓波骂TG，貌似从来没有那么一致过。
说老实话，我本来以为以TG这些年存的那么多外汇储备，收买一两
个所谓“国际友人”，一两个有点影响外国媒体骂骂诺贝尔委员会，
应该还是做得到的，但是到现在都一个多礼拜了，只有一个从来没有
听说过的什么“挪威教授”，还有个美国老年愤青在自己blog的博文
里面指责诺贝尔（人家即使指责诺贝，也没有说TG一个好字），TG喉舌
为了增强影响力，仍是造谣给人家戴了个“CNN VP”的头衔，贻笑大方
