有chase ink bold 和freedom卡，今天刷chase ink bond卡刷不过，换freedom卡，还
是不行，发现都被关掉了！
打电话问chase，只说due to potential risk or abuse of the card，也不给reopen。
自己自己想了想，也没干什么出格的事，可能原因有三：
1.用chase ink bold卡接近三个月，为了达到10k的开卡消费额度，每个月固定去
office depot买2k左右的 gift card。
2.70%左右消费都是chase 5X points reward的范畴的。
3.把3万多freedom的点数（personal card）转到ink bond（biz card）去，然后转到
UA去。
其实这都没有什么大不了的吧，怎么会导致关卡呢？有多张其他行信用卡，信用记录消
费情况都不错。

我打电话要求REOPEN，他们搞了半天说什么我的卡CLOSE超过90天，TERMS AND CONDITI
ONS已经被ARCHIVE了。所以只能开新卡，不能REOPEN，非常2B的回答。BOA的IT都是阿三
吗？为什么ARCHIVE的信息就不能搞出来了。
大家知道开新卡没有好处只有坏处，所以直接PASS。
不过那个所谓专家说我的卡不是因为干什么坏事被CLOSE的，所以信用报告上会写“CLO
SED BY CUSTOMER"，而不是"CLOSED BY LENDER”。
我有两个问题：
1. 有人在BOA遇到过这种因为INACTIVITY关卡超过90天的情况吗？到底能不能REOPEN了
，感觉这个所谓专家也不SURE, 请示了她的MANGER半天才告诉我被ACHIVED，不能REOPE
N了。不知道是不是真的？我可不可以再找个更加SENIOR的什么人帮忙REOPEN啊？我的C
REDIT SCORE将近830，即使他们查我信用报告也没有问题。

启动了，在结果下来之前，根据下面的条款，我就可以保持合法身份而不需再12月14之

发帖数: 1252 | 27 把我的情况再说一下，好让之前没有看到我文章的朋友们了解。2008年10月申请NIW（
PD），2009年底批准。2009年4月申请EB1a,2010年1月RFE后被拒。 2012年1月排期到了
和lg一起基于NIW被批准的140递交I485，后来陆续收到EAD和AP。我本人没有申请EAD，
还用H1b。都是DIY。
今天收到cis的正式拒信了。原因让人气愤。说是根据USCIS的纪录，我的I140表在2010
年1月被拒了，所以我不具备递交485的资格。我把信录了一遍在下面，请大家给看看是
不是这个意思。
他们一个不负责任的错误，我们就又得打仗似地应对，人力物力财力。觉得挺委屈的，
运气怎么这么差。身体、工作、孩子的原因，本来就疲惫不堪了，结果这样少见的事情
还让我们遇见了。而且因为我DIY，现在都不知道该怎么办，是自己弄还是请律师，是
reopen还是reconsider还是appeal，有什么区别？肯请大家帮帮我给出出主意吧。先谢

AILA的email中回答了有关一部分F-1/J-1学生人士由于不能维持身份合法性而被denied其
H-1B申请逗留在美国的情况。以下为email内容：
“这些人士有两种选择。其一，重新递交转换身份的申请；其二，提交 Motion to
Reopen 的申请。基于现时的情况，我们从7月23日延长30天让这些人士提交 Motion to
Reopen 申请。如果其H-1B申请是在7月23日前被denied,由于这是一个正确的决定，则在
提交 Motion to Reopen 申请时同时需附上正常的申请费用。假如其H-1B申请在7月23日
之后被denied，而denied原因是不能维持身份合法性到10月1日的情况，那么，其Motion
to Reopen 申请将无需附上申请费用。”

第二，reopen可不可以用，你去搜索新闻，看看有多少新闻标题是这个词。答案是，一
大堆新闻标题都是用reopen。

国债发行是按批次的。每个批次里又分original issue, reopening issue。就是说一
个批次可以发很多次。
We auction Treasury bonds eight times a year. We auction bonds at original
issue in February, May, August, and November, and we auction them in
reopenings in March, June, September, and December。
这段解释了为何今年的bond发行两次。这两个是同一批次，但一个original，一个
reopening。

发帖数: 915 | 44 基本情况：去年用OPT工作三个月后转成了H1B。之后今年五月又转回F1，七月递交了
OPT申请，九月十号被拒，但昨天才发现。
打电话到IO，发现是移民官的一个误解导致被拒。他认为我F1 status还不到一年，不
能申请。但事实是我已在美多年保持F1身份，按照规定是可以的。现在不清楚是IO的人
材料上没说清楚还是移民官粗心大意。
学校的IO因此直接启动了reopen request，而未通知我。也许是好心，不过因为我八月
十三号已经毕业，所以这个好心却导致60天的宽限期浪费了20天。如果我早知道被拒，
就会早些采取应对措施。当然我自己也有责任，没有及时发现。
目前reopen request还没有回音，学校IO的人在帮我催这件事。技术上讲我的F1身份将
在十月十一日失效。但我想如果在失效之前case reopened，那么我的身份仍然是有效
的。
我将继续和IO的人保持联系关注进展。也提醒大家有这种转换身份的情况的话一定要非
常小心。 |

请问你说的reopen成功的例子，是学校ISO联系USCIS的专员reopen的，还是正式file
form I-290B？那个reopen花了多少时间解决的？
我可能没有太多时间等了，因为６月３日之前我必须决定是不是这个学期毕业，这个取
决于我是不是用我的backup plan（申请summer CPT来工作） |

上午先打了个电话，说要一个hard pull才能reopen.我说那就pull吧。然后说不能
reopen，因为什么term还是condition变了，但是没pull。我就说找manager。克服说
manager忙，一会回给我。
manager中午打电话，没接到
下午再打客服，客服说，解决了，是他们自己的错，无条件reopen，没有hard pull。

1. 立马打电话给USCIS客服， 电话不好打， 打了两三天，终于和人说上话了， 但是
告诉接线员这个情况后，她表示无能为力， 建议我按照deny letter 上写的，填I290B
去reopen这个case. 但是我很不甘心的说了句填这个表要600￥， 这是移民局的错又
不是我的错， 这很不公平... 于是该小姐终于善心大发，给我做个一个
administration appeal， （后来知道这个就是USCIS内部的行政上诉， 相当于reopen
了我的case）
2. 打完电话不放心，又上inforpass 预约了5/16的面谈。local office 很空。 我提
前去了半小时， 没有等， 直接就见了oi， 人很NICE, 没有看我准备的证据， 就说这
是USCIS 的错， 可以帮我做administration appeal， 但是上网一查， 我的case已经
在重新审理中， 明确告诉我不用file i-290B, 回家等消息。
