Since 1998, John Lott's seminal work More Guns, Less Crime has been used to
show that areas with the highest gun ownership in America experience the
least crime on a per capita basis.
It now appears that what Lott discovered as true for the U.S.A. is true for
the world as well as.

拉票的手段。这个是共识不多说了。
但是巴马care烂，不代表repel and replace容易。
首先，bipartisan的说，cover全民basic的医保是合情合理的。
其次，福利就像水，已经被巴马任性的泼出去了，怎么收回来？何况每个
congressman都有自己选区要讨好。
再说，很多rusty belt的trump voter是指望这个health care的。
所以，问题不是要不要改，而是如何在基本coverage不减太多，premium不增太多的前
提下改。
这个太难了，我觉得基本是mission impossible，除非大动作。个人认为trump拿fda
regulation开刀是对路的，是很好的一步。但下面如何？不明朗。
回到现在和党提的这个方案，white house勒令congress马上投票，否则move on。周五
投票很可能通不过，white house也知道，但为什么要将和党这一车呢？

1. 川普上任九个月了，一个重大法案都没有通过。废除奥巴马全民医保成了笑料。川

2.大赦DACA将成为两党合作的范例，弥补大选裂痕。收买选民人心。这也是对国会少数
