clause。因此和学校是否公立私立无关。关键在宗教上，因为是教会学校，原则上政府
不资助（有时资助课本可以）。宪法制定该条款的目的是政府不过多纠缠与宗教，对公
立学校的一些宗教方面的限制是基于不将宗教过早强加于孩子，而是孩子成人后自己做

危机后60-100 months,IPI都达到了经济危机前的1.2甚至1.6倍（1953年数据），而现
