Royal Sovereign級與當時的戰艦
由於對危機的警覺，以及稍後馬漢的影響，皇家海軍1889年的擴軍
案順利通過，後來也沒有遇到任何阻礙，開始建造Royal Sovereign
級的戰鬥艦，並於1892年起下水服役。此級戰鬥艦與過去的戰鬥艦
相比，有很多重要的進步：
1. 航海性能的增加：主甲板離海平面達到5.5m，相當於7級浪高。由
於廣闊大洋中，正常狀況下最大風浪僅7級，僅特殊狀況如颱風、
海嘯，或在近岸區域作戰時，才會超過7級，故此設計讓甲板不再
容易受波浪影響。船身穩定性提高，實用航速突破15kt，不至於像
過去的戰鬥艦(尤其是英國)，為避免海水從甲板上流入艦身內，服
役期間不敢以15kt以上航速行駛。船身長寬比超越5：1，增加船

者逐步取代前者。
还是举例，方便大家理解这两个概念。sovereign power，就类似于封建社会的砍头示
众了，就是用这种赤裸裸血淋淋的权力的应用，让大众产生畏惧而服从统治。
而disciplinary power呢，不砍你的头，把你关到监狱里，这个监狱呢，很有讲究，就
是犯人看不见看守，而看守可以看到任何一个犯人。这样呢，就让犯人无时无刻不生活
在被监视的恐惧里，从而惩戒犯罪。
而福柯的理论，进一步认为，disciplinary power和知识密不可分，所以他常用power
／knowledge这样一个复合体。其实也就是现在提到的“官学商”一体化了。 |

你真的读过The Subject and Power么？那篇算福柯的东西里比较简单的，语言也没那
么难，这就是你对福柯的理解？你就继续胡诌吧。
在这片文章里，福柯对自己以前对于Power的认识，特别是对他那本Civilization and
Madness的观点，做了修正。Sovereign Power的核心在于oppressive.比如他在
Discipline and Punish里提到的，公开处决囚犯，就是通过刑法来显示sovereignty至
高无上的权力。但是进入资本主义社会以后，这种power转向了productive的一面，希
望通过各种你所说的panotican的surveillance机制，来使的人将某种Norm内在，成为
指导自身行为的内在动力，既完成self-regulation的过程。现在监狱，正如你图片里

的表述，有任何本质区别啊。
比如说，我的原话是“建造这么一个无时无刻不监控人行为的panopticon，让人们自觉
的去成为统治阶级需要的顺民。”
这和你阐述的福柯的观点”使的人将某种Norm内在，成为指导自身行为的内在动力，既
完成self-regulation的过程“，有什么分别吗？你无非就是夹杂了一些英文单词，使
用了”将。。内在“这种中英不通的句式，对不对？
另外呢，我之所以举sopa的例子，因为这个例子新鲜出炉，冒着热气，容易理解。如果
说sopa作为法律，属于sovereign power，但是其实施呢，却不是靠法律，而主要是通
过disciplinary power，也就是通过google或者其它因特网对网络信息的监控，来令网
民产生畏惧，进而自觉的顺从法律。这不就是disciplinary power和sovereign power
的结合了吗？也就是 power／knowledge的结合体。法律的power，和Gooogle的
knowledge，狼狈为奸。

大概因为家庭背景，我本人相对来说比较关心国外学术界对中国海上力量的分析，
相对于国内一帮到处打打杀杀的喊声，痛斥TG卖国，国外一般分析都是中国这次做的很
聪明，我也想尽我之力，多翻译一些这类的文章，让大家多看看一些比较深度的事件分
析，不过因为这类文章都比较长，我的英语只能说是一般，时间也没有那么多，只能是
尽力而为了。
