什么是spill over？其他国家或类别的剩余名额
我认为，某些人可能会提前几个月拿到绿卡，fy底eb2再同a3捆绑，对一些人会是灾难
，总的来说对eb2c没大区别。

么伤害。很多久等的人能早点拿到绿卡，uscis 也不用在最后两三个月突击。搞不懂
uscis有什么concern.
还有，我觉得uscis 这几年几次排期混乱，浪费名额，跟美国人数字概念差有很大关系
。 想想名额被浪费， 好气人。 |

发帖数: 618 | 8 还是 有 区别的. 中国人 的 名额 早 点 用, 就会多 点时间 等着批. 就不 会浪
费. 对于 差 2-3个月 没赶上 8-9月 的人， 尤其重要。
如果 9月 中国人 才 拿到 大量的 SPILL OVER， 最后 一个 月 来不 及批。 浪费了
当年的 名额， 还 要 占用 下 一年度 的 名额了。 下 一年的 进度 就 基本
原地不动了， 一直到 下一年 9月。
加上 考虑到 EB3-I 转 EB2-I。 托的 越长， 这些人数 越多。 他们 都 是 2003年
的PD。 有是 EB2 表明 上 差 1 - 2 个 月。 就 有 可能 由于 大量的 EB3-I 的
突然 挤入， 而 实际上 等 半年 以上。
所以 不 管怎么说， 早 点 比 晚点 要 好。 你 要 是 不 明白， 问 一 下 PD
是 5月 8 号 的 主。
差 一天。 就 有 可能 差 一 年 出去。 中国 的 还 好 些。 印度 的 尤其 为甚。 |

如果你 不 支持 ， 提早释放 自己的 m名额， 或 QUARTLY SPILL OVER。 你以后 可
能就是 也会有 同样的 遭遇。
有些人 的 CASE 托的 时间很长。 好容易 没问题了， 又没名额了。 如果 能 早
CURRENT， 而不 是 等到 9月 CURRENT， 就会 有 充足的 时间。 DOS 也 会 计算
的 更准些。 不 会 让 你 PD 以后太多的 CURRENT 的。 |

1 fy2006 - eb少批了六千四百张，fb少批了七千一百张，而在fy2007，eb刚好多批了
一万四千。
2 fy2007 - fb少批了两万三千，而在fy2008， eb刚好就多批了两万三千张。
3 fy2009 - fb少批了一万来张，而在fy2010，eb有刚好多批了一万多张。
4 fy2011 - fb少批了五千张，是否意味2012，eb会批十四万五千张吗？
这spill-over不是不可以carry over的吗？大家怎么看?
此外，去年九月发过一贴子，不知是否还有意思，仅供参考。当时看着排气哗啦啦的进
，意味就是自己在糊弄自己。

行过程中对EB2C极不公平的一些情况。这对我个人以及整个EB2C群体的利益都伤害很大。
接下来是简单的科普—EB2除了中印都是current, 中印的quota各多少，spillover
quota，quota分配是由O每月VB定的cut-off date决定的。
最新的7月VB预测这个财政年底中印的cut-off dates会到Mar/Apr 06. 如果属实的话，
将意味今年spill over quota将有xx%归于EB2I.结合前几年的spill over quota的分配
情况我们可以看到：
07FY – xxxx spill-over，印度占xxxx;
08FY – xxxx spill-over，印度占xxxx;
09FY – xxxx spill-over，印度占xxxx;

spill over to EB2-I/C in FY 2010 did not really come from EB2-ROW. The visa
actually came from FB spill over from previous year and possibly leftovers
from EB4 and EB5. This is a solid evidence that EB2-ROW remained strong.

BTW, because of there is no FB spill over this year, the left overs from

people, it could mean 12 months earlier since uncertainty of processing...
spill

DOS is smart enough, they will not allocate all the spill over at once.
even they start to do quarterly spill over, they will do it cautiously .
and still leave most of spill over in the last quarter. the case you
mentioned will not happen.
If a EB2-C can be current in Winter before his EB3-I coworker is success in
porting to EB2 |

中国EB2多拿了大约5000 spill over
印度大约13000-14000 spill over
现在就是按不就班的走，按今年的情况，6月中国自己EB2就用光了，也就是9个月用光
3000个，每个月就是333个，基本也就是从现在开始每月PD前进2礼拜的光景，除非可以
提前quarterly spill Over或者提前用自己名额，否则没啥可以做的，只能等了。
唯一好点的是EB3,如果猪坚强们能搞地定每年自己的3000名额，很快就能请光存量了，
不过ROW都排期，咱们也很难CURRENT吧。
明年夏天SPILL OVER我坚信比今年只会多不会少。 |
