不管是精英执政，还是平民执政（古希腊雅典民主就是公民轮流执政），不管是谁制定
的法律，只要法律面前人人平等就好，就能保障自由和公正。
历史上有些时候，确实是精英建立的国家机构，比如古罗马的Romulus建立罗马国，比
如美国。但是也有时候，可以是平民暴动推出一个新的国家机构，比如古罗马300年动
乱后平民推出的 the tribune，比如法国大革命后推出的一个新政权。英国的议院，当
时由资产阶级和贵族推出组成，很难说是完全的精英机构。
当然，平民运动肯定是有领袖的。这个领袖可以是精英出身，也可以是平民出身。老毛
可能就是一半精英一半农民。李自成等历代农民运动领袖，可能都是这样。
不管什么阶级的代表，当然不一定履行自己的责任。要让他们履行责任，就只有靠一套
机构来牵制平衡他们的权力。只要不同阶级的代表，不同机构的执行者形成权力制衡，
制定公平的法律实施于全社会，权衡各阶层的利益，就可以说这个社会是一个自由民主
的社会，不管真正制定法律，实施法律的是精英还是平民。
而且在一个自由民主的社会，一切身份都不是世袭的，都是merit-based，这个精英， |

学府麦克马斯特大学（McMaster）在其网站贴出公告，称其校内的孔子学院将于今年夏
季关闭。
麦克马斯特大学公告称，该校与北京语言及文化大学（BLCU）合办的孔子学院，教师由
中方在中国挑选，然后派往麦克马斯特大学教中文及文化。但是，在中国的聘人标准受
到质疑，与麦克马斯特大学的标准不符。公告说：“校方与中方BLCU的官员进行了无数
次商讨，也没有获得令人满意的解决方案。”
麦克马斯特大学位于安省汉密尔顿市，该大学表示，孔子学院将于本学期结束后，于今
年7月31日关闭。
麦克马斯特大学负责公共关系的副总裁助理Andrea Farquhar对《大纪元》称，校方检
讨了中方聘人的整个过程，“在中国，决定聘人的方式与我们要做的不同。”
她说：“我们尊重持有不同观点的人的权利。”

为在香港犯事并弃保潜逃被香港廉政公署通缉。
据香港廉政公署新闻稿，曾伟已在塞班岛被捕。新闻稿说：曾伟，五十一岁，富裕汇集
团有限公司主要股东兼董事，昨日（1月27日）被美国国土安全部探员拘捕。
香港廉政公署说：美国方面在1月16日就通知香港，一位名为Zhiqian Liu的中国国民试
图进入美国国境时在塞班被捕。报导说，美方后来证实该人就是曾伟。廉政公署说，感
谢美方提供的宝贵协助，将曾伟缉拿归案。
香港当局2010年对曾伟的主要指控包括：曾伟向代理人提供利益，涉嫌违反《防止贿赂
条例》第9（2）（a）条，及处理已知道或有合理理由相信委代表从可公诉罪行的得益
的财产，涉嫌违反《有组织及严重犯罪条例》第25（1）条。香港法庭要求他2011年7月
4日到庭出席聆讯，但他没有出现。法庭发出通缉拿他归案。香港方面并通报国际刑警
组织，该组织2011年10月21日发出全球通缉，缉拿曾伟归案。

据《环球邮报》(The Globe and Mail)报道，加拿大地产商会(Canadian Real Estate Association)将就规则修改投票，按照新规则，业主将可以在较大程度上自行处理物业销售过程。
新规定还允许业主出售自己的物业，向地产经纪支付统一收费，以便在该协会著名的MLS网络(Multiple Listings Service)上列售物业，然后在不需要经纪的协助之下，直接与买主协商销售。
而传统的销售物业办法为，经纪处理在MLS列售事宜及整个销售程序，然后收取一定比例的交易款项作为佣金。
《环球邮报》报道，超过300名该协会来自全国各地的地产经纪代表将在渥太华举行投票，此举将有助于减轻竞争局(Competition Bureau)的忧虑。
竞争局曾经向竞争仲裁委员会(Competition Tribunal)提出投诉，指地产商会令消费者选择「按需」(a la carte)服务不可能，导致消费者承受较高物业价格。 |

列治文区报《Richmond Review》报道，根据卑诗人权审裁庭的文件指出，女子康菲(Fei Kang，译音)于大学毕业后，随即在2009年6月获得Scott to Finish Custom Kitchens厨房家具公司的全职行政助理职位，并在上班一星期后，由公司负责人希尔(Scott Hill)的妻子进行训练课程。
但希尔的妻子因为要兼顾2岁的孩子，所以临时中断训练课程并离开，随后希尔便向康菲致歉，强调妻子并不是因为对康菲不满。 文件中指出，根据希尔的说法，这时康菲便与希尔交谈，并向希尔询问许多隐私问题，例如婚姻生活是否快乐、是否后悔与妻子结婚、甚至还问及性生活等。

根据《澳大利亚人报》（The Australian）的报道，2007年11月，澳大利亚一位女公务员（因为一些原因，其名字略去）在出差开会地的前一晚住进了其雇主为她预订的一家汽车旅馆。那个晚上，她正与一位“熟人”颠鸾倒凤，当时她头上的一盏玻璃灯砸伤了她。[注2]
她向为联邦政府提供工伤保险的康姆凯尔（Comcare）保险公司要求工伤赔偿。该保险公司称其保险项目“涵盖工作过程中和因工作而引发的任何伤害或疾病”。
