人帶著孩子留在原居地，等孩子這學期結束後再搬入白宮。但在秘勤局跟他們報告了需
要增加維安措施之後，他們覺得太浪費了，而決定舉家一起入住白宮。
第一家庭要怎麼住，這裡面恐怕沒有法律可管，就跟川普去佛羅里達度假一樣，沒有法
律可管。雖然有民間 watchdog 組織在監督白宮（聯邦？）的花費，但那只是一種道德
呼籲，沒有約束力，唯一靠的就是總統自己的自覺。當然，人若不要臉則天下無敵，“

約束力量，絕大部分的人都是要求自己不僅要守法，更要符合道德規範。
之前在公佈稅表問題上，川普已經以 “法無明文” 為藉口，不肯用較高的標準要求自
己。在浪費公帑這件事上，如果他也一樣不肯要求自己符合道德標準的話，法律恐怕拿
他沒辦法，人民只有眼睜睜地看他浪費錢。（當然，川舔不在意，多喊幾句 MAGA 就又
贏了。）
不過我覺得有兩個辦法可以給川普穿小鞋：
一是預算，白宮應該有它的預算，超過預算之後怎麼處理？
二是國會通過 censure，正式譴責總統。But then again， censure 只是一種意見表
達，沒有約束力，川普還是天下無敵。
再好的法治/法制，碰到不要臉的總統一樣沒轍。當年的 framemaker 也好，
forefather 也好，雖然英明睿智，制定了舉世點讚的美國憲法，但他們做夢也沒想到

Charity Navigator：
这家评比 8000 多个慈善机构，克林顿基金会评等是 Low（风险低的意思），Donald J

。Fact Check 说这误会是因为他只计算了克林顿基金会拨款给其他慈善机构的金额。
但是柯林顿基金会与其他基金会不同，他们不是个专门发钱的过路财神，而是自己直接
做了很多慈善事业。所以发出去的钱并不多，而自己用掉的才是大宗。所以 6% 的指控
是个误会。
Fact Check 引用了另外一个监督组织 Charity Watch 的审核，该审核认定他们 89%
的钱是用在慈善事业上。
同时 Fact Check 也反驳了福斯新闻主播 Gerri Willis 的指控。Willis 说 Charity
Navigator 停止了对克林顿基金会的评分，而把他们放在观察名单上，是因为觉得他们
