1. 国别限制是亲属移民和工作移民的总数，每个国家基于家庭团聚和工作(employment
-based)配额是2.56万人，家属配额是7320人。
2. 非Employment-based的移民不会被统计进入国别配额控制。（似乎EB5不会被统计进
入2.56万人的限制，待确定)
3. EB类总名额14万，按28.6%+28.6%+28.6%+7.1%+7.1%预分配给EB1~5。所以，EB2和3
都有4万人的名额，其中EB3要分少量给非技术类的申请者(大厨？最多1万，但未必一定
要给1万)。
4. 在每个EB内部，要分两种情况: 1. 如果是单独排队的(如EB2C)那么是按照计划方式
分配的，比如按4万的7%即2800，扣除一些保留数，平均分到每个月就是月定额。2. 如
果不是单独排队的(如EB3C)，那么就是按需分配的，国别限制应该是事后统计才知，有
月/季度滞后。
所以，如果继续保持和ROW同步，那么当移民官决定一个EB3C是否可以发卡应该只看两
个因素：
1. 当前4万的总额减去给单独排队预留的是否还有空额？

降级导致我的原生EB3C变慢。就算全中国就你一个eb3，你也有可能现在还在等着没批
，影响你批的因素太多了，就背景调查这一条，就会一直卡着你。有的eb1等了1年都没
批，最快记录保持者30天就绿的保持者恰恰是原装eb3。所以请不要把不公平归结为降
级。

降级不但抢了原生EB-3C的名额，似乎还造成审批速度上的不公平。看那些降级报绿的
，很多RD迟于原生EB-3C的都已经绿了，原生的却还在苦等。不知道这个问题有没有渠
道反映。

的Grey Worldwide广告公司提出严正交涉。总领馆指出，该公司此举极不严肃、极不负
责，缺少起码历史常识，严重伤害了中国人民的感情，中方对此表示极大愤慨和不满。
总领馆还要求其立即将有关广告从网络及其他所有媒体上撤下，并正式道歉，保证今后
不再发生类似事件。
对于中国总领馆的交涉，Grey Worldwide广告公司首席执行官多普海德表示，该广
告的制作绝无伤害中国人民感情的初衷，完全理解中方及中国网民对此事的立场。他本
人代表公司及广告委托人荷兰Doc Morris药店对由此产生的负面影响深表遗憾，并郑重

上学的东西，帮自己申绿卡，最后还拿包子。。。那俺就继续罗嗦一下，希望这篇可以
做个结束，不能一直骗包子，不是。东一点西一点，想到哪里说那里。
1. 关于citation搜索：搜索方式很多，请见精华区老大的帖子，此外，我觉得好用的
两个方式：
a. google，你的名字+老板名字，加文章标题的关键词 （比如姓名张三，我试过san
zhang 或者s zhang，都有惊喜）
b. 搜索citing article的作者背景，特别是第一，二作者，应该都是学生，如果有已
经毕业的，他们的毕业论文里面很可能也引用了你的文章。若有他们的主页，查询一下
他们做了哪些会议presentation，说不定会议abstract上引用了你的文章，这些可以到
该会议的proceeding里面找一下。
2. 关于citation ranking的比较：ESI数据，2007 faculty表格，database搜索关键词
来比较，与同领域比较，与同期刊比较，与同issue比较，考古一下，方法很多。特别

EB-1A Approvals in June 2013
This report includes fourteen (14) EB-1A cases filed by Liu & Associates and
approved by the USCIS in June 2013. We list the basic credentials of each
case and hope our readers find the information helpful. For confidentiality
purposes, a number is assigned to replace the petitioner/beneficiary's name
in each case. It is our firm’s policy to hold client’s information
strictly confidential.

Worldwide Family-Sponsored preference limit: 226,000
Worldwide Employment-Based preference limit: 144,796
EB1:
Similarly, fewer EB-1 numbers are available to fall down to EB-2 China and
India. During the second quarter of the fiscal year, 9,300 EB-1 numbers were
used. That jumped to 13,500 EB-1 numbers in the third quarter.

信发给了DOS且收到对方的回答。我的理解基本大意就是每个国家的份额只有上限没有
