简而言之，如果3012通过了，对中国的亲属移民将会产生灾难性的影响。
翻看一下最近几个月的排期，墨西哥菲律宾的排期都比worldwide排期早，为什么？因
为他们申请的人太多了，有那7%的规定卡着，每年只能放走一部分人。这下上限由7%提
高到15%，他们两个国家每年能多签出一倍的人数。而亲属移民总名额并没有增加，那
么多出来的名额只能算在其他国家头上。
有人要问，为什么只有墨西哥和菲律宾能受益？答案是，因为其他国家的亲属移民人
数远远低于他们两国，每年7%的限额根本起不到限制作用。
还有，移民法规定签证发放按照排期先后进行，菲律宾墨西哥有大批申请者排期远早
于现有worldwide排期，按照移民法的规定，他们有权利先于其他国家的移民拿到签证。
假如说连15%的限额都取消了，那么按照法规，所有的签证名额都要分配给他们两国，

5月24日，美国国务院以签证为由，要求孔子学院中国教师限期离境,引起全美数十家孔子学院，以及和孔子学院合作的大学，一片哗然。
把这两件事情连系起来，不难看出，中国利用孔子学院向全球传播文化和语言，被西方一些右翼分子，当成是中国政府宣传软实力的工具。
作为英方的孔子学院院长，我对这个问题，也是感到非常困惑和震惊。
为什么，中国政府诚心诚意地花钱推广中国的文化和语言，会遇到如此想不到的打击和阻碍？中国政府应该如何对付这样的打击？如何应对今后更加意想不到的困难？
本人认为，中国政府应该做好如下工作：
其一，保持冷静的态度，认真研究对方各种持不同观点和态度的人群，采取有效措施，争取亲华力量，尽量化解冷战思维人士的冷战态度。

Today there are 72 locations in Germany used by the US military Forces and
about 68,000 soldiers. The British Forces use 5 locations and have 25,000
soldiers in Germany. In the summer of this year about 8,500 soldiers will be

共的执政业绩到底如何呢？
众所周知，在1949年中共建政以前，由于战火肆虐，外敌横行，中国的国土四分五裂，
满目疮痍；人民普遍食不果腹，人均寿命仅为41岁。但在今天，中国已跻身世界第二大
经济体，成为在全球有重要影响的大国；人民生活迅速改善，人均寿命已达74岁。
但问题还不至于此，对于中共的执政地位，西方的政治和知识精英即使不是直接否定，
也难掩其不快之意。这自然有其原因，在在西方媒体对中国的叙述中，有五大误解流传
甚广，甚嚣一时。以真相揭穿这些误解，已是刻不容缓。
误解一：由于没有选举，中共的执政地位没有得到其治下人民的认可。根据皮尤研究中
心的报告，中国政府享有高度支持，支持率在世界各国中十分靠前；2010年间，中国民
众对国家未来方向的满意度高达87%，这一数字近年来一直保持在80%以上；有66%的民

2011年11月号刊登韓德森（Scott J. Henderson）的文章说，美国和西方对中国的观察
，通常基于政府政策的演变、外交关系、实力重组等因素，但还有另一个有用的参照物
，那就是军队的外语培训。
早在1949年，中国人民解放军就在洛阳建立了外语学院，作为培养国防语言人才的摇篮
。现在洛阳“解放军外语大学”已经培养了5万多名毕业生，担负起军事翻译、军事外
交、国际反恐、联合国维和行动等各项工作。从该校的课程设置可知，这是一所培训(
能破解密碼的)多种语言人才的军事情报学府。
解放军外语大学出版自己的《外语杂志》。1978年至1987年，以英文、俄文、日文、韩
