美国政府对国内人民一般比较慷慨，这个一两句说不清楚，在民主国家做公共政策，或
者搞政治的都知道，一般能扳动大象的是蚂蚁。所以美国政府宁愿自己割肉也不愿意亏
欠本国老百姓的，关键他也不是割的自己的肉，都是纳税人的钱何不装大方。个人意见
，FNMA长线还是看好。 |

人民币兑美元汇价上周五一度逼近十年低点，在中国人民银行副行长潘功胜警告投资人
别放空人民币后，人民币汇率才得以回升。
潘功胜上周五表示，中国和那些试图放空人民币的势力都很熟悉，几年前曾过交手，可
说是记忆犹新。
今年来人民币已贬值近7%，正处于「破7」边缘，这是一个市场密切关注的门槛，若在
「破7」之后，中国企业与个人判断须将资本转至海外，可能进一步引发人民币的卖压
。人民币上次「破7」是在2008年5月在岸市场，中国2010年才启动离岸市场。
身兼国家外汇管理局长的潘功胜上周五的一席话，也显示北京再度愈来愈担忧人民币走
势。人民币三年多前重贬，引发全球市场震盪。
中国今年已提高交易员放空人民币的成本，并微调人民币中间价定价机制，以抑制人民
币贬势。
在中国高度管制的在岸市场，人民币上周五一度贬至6.9647兑1美元，距离十年谷底的
水准仅0.03%。在潘功胜示警后，人民币止跌回升，收盘维持平盘。潘功胜当时也声称

trying to figure out what they can do to stop this. The problem they have,
you known, they can easily pass a law(结合上下文，应该是bill) saying that
you cannot use any money, for instance, to implement this policy. They can
do that. But do you know the president has to sign a bill into law. So, even
they can pass it, he is not expected to sign anything like that. Then it
becomes a question -- what tools do they really have.然后继续说这个不行、那个
