Ruling on the Affordable Care Act
"The Supreme Court decision on the Affordable Care Act notwithstanding, one
thing remains certain: Healthcare operates in an era of expansion, change
and, to some degree, uncertainty. The pressing problems in healthcare
include rapidly rising costs, regulatory changes, and societal trends. There
seems to be agreement on the need to reduce costs while improving quality,
but getting there is not easy.
"Medical providers will take on more financial risk based on their patients
’ outcomes, and they will need to prioritize the needs of their entire
patient population in order to manage that risk. Actuaries quantify health
risk, and have the unique analytical skill set and insight to provide the
critical data and solutions that medical providers and insurers need to make
strategic decisions. With their deep analytical training and unparalleled
approach to modeling a broad spectrum of risks, actuaries are uniquely
positioned to develop evidence-based solutions for some of the most
challenging and complex healthcare issues.
"Prior to the release of the decision, we have been hard at work to promote
actuarial insights on this issue for the media. My thanks and appreciation
go out to SOA members Ian Duncan, Susan Pantely and many others, who have
volunteered their time, their voices, and their expertise to this important
issue.
"Actuaries are advocates for improved quality, efficiency, and affordability
of care. The SOA has been engaged in several research-based activities to
address the long-term sustainability of the U.S. health care system. We have
sponsored a number of completed and in-progress research projects around
reform efforts, including a project on risk mitigation programs inherent in
the ACA, a project on measurement within accountable care organizations, and
a project on the cost of the uninsured. We have also supported the work of
the recently-launched Health Care Cost Institute, which seeks to illuminate
costs and trends for individuals in commercial insurance markets.
"My column in the current issue of The Actuary calls on the actuarial
profession to act in the public interest; it’s a topic I’ve mentioned
frequently. We must make our expertise and knowledge heard on critical
issues of the day, especially those issues that impact the world at large. I
encourage you to speak out about these issues at cocktail parties, at
neighborhood barbeques, at family gatherings, and at your place of work.
Write letters to the editor of your local newspaper. The SOA has developed
presentations that can help frame a discussion on healthcare and other
topics. Our Code of Professional Conduct for U.S.-based actuarial

With more government control, I see shrink in profit margin and
consolidation. Actuaries will still have their jobs tho imo.
